The External Relations Office serves as MAAP’s gateway to the global maritime community. We build and sustain strategic partnerships, linkages, and networks with leading educational institutions, industry bodies, government agencies, and stakeholders—both locally and internationally. Through our work, we enhance the quality of MAAP’s programs, drive collaborative projects, facilitate international engagements, and secure recognitions and funding. Guided by excellence and innovation, we uphold MAAP’s reputation as a premier maritime education provider and open doors to new opportunities for students, faculty, and the institution as a whole.

What We Do

We focus on key priority areas to advance MAAP’s global presence and impact:

1. Forge Partnerships – Develop and manage collaborative ties with maritime and non-maritime organizations, educational institutions, and industry leaders worldwide.
2. Coordinate Engagements – Organize international visits, internships, exchanges, conferences, seminars, and official events both locally and abroad.
3. Manage Agreements – Prepare, negotiate, and oversee Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs) to formalize partnerships.
4. Pursue Recognition & Resources – Nominate the Academy for awards and distinctions, and develop project proposals to secure funding and support for key initiatives.

History

In compliance with the directive of the founding MAAP President, Vice Admiral Eduardo Ma. R. Santos, AFP (Retired), to systematically document all MAAP initiatives as well as its extensive local and international partnerships, the Department of Research and Extension Services (DRES) — originally established on May 3, 1999 — was reorganized and renamed the External Relations Office (ERO) in January 2014.

Under the leadership of Director Prof. Angelica M. Baylon, the ERO continues to operate directly under the Office of the MAAP President.

As part of this restructuring, the functions previously handled by DRES were split into two distinct units placed under the Academics Department. Their primary mandate is to ensure that all faculty members produce research outputs on a semester basis. This reorganization was designed to streamline operations, sharpen focus on priority development areas, and strengthen institutional performance.

The establishment of the ERO under the Office of the President is rooted in the conviction that fostering, nurturing, and maintaining robust relationships with external stakeholders — including the maritime industry, academic institutions, and partner organizations both locally and abroad — is essential to elevating the Academy’s Maritime Education and Training (MET) standards, capacity, and global standing.

Building and sustaining strategic networks worldwide remains a cornerstone of MAAP’s mission to achieve true global competitiveness.

Vision

The Maritime Academy of Asia and the Pacific (MAAP) shall be recognized as a distinguished higher maritime education institution both locally and internationally. Our standing will be demonstrated by:

1. Consistently high satisfaction among stakeholders and clients, validated through positive feedback, formal commendations, and invitations to participate in key industry initiatives;
2. Accreditation from leading local and international accrediting bodies across academic, operational, and institutional standards;
3. Successful delivery of funded projects and collaborative activities that advance maritime education and training;
4. Receipt of prestigious recognitions, awards, and grants in recognition of institutional excellence and innovation;
5. A strong, respected presence in the global maritime and education sectors.

Mission

The External Relations Office leads the planning, development, monitoring, and evaluation of MAAP’s external linkages and partnerships. We work closely with reputable organizations and institutions to create meaningful collaborations that elevate the quality of the Academy’s programs, projects, and activities, ensuring alignment with global standards and industry needs.

Objectives

Guided by MAAP’s overall vision and mission, the External Relations Office (ERO) is dedicated to:

1. Strengthening national and international networks and partnerships that support institutional growth and academic excellence;
2. Proactively building and maintaining productive relationships with key stakeholders—including maritime education leaders, faculty, industry experts, government agencies, and maritime sector partners;
3. Upholding and enhancing MAAP’s reputation as a premier maritime education provider;
4. Identifying and creating opportunities for future collaboration, innovation, and professional advancement within the maritime community.

Guiding Philosophy

All external engagements and partnership activities at MAAP are carried out in accordance with the directives of the MAAP President, while keeping pace with global trends and best practices in education and institutional development. We view strong external relations as a cornerstone of our quality management system—essential to maintaining high educational standards and positioning MAAP as a competitive player in the international education arena.

To achieve this, the External Relations Office (ERO) focuses on the following core functions:

1. Developing collaborative partnerships with external organizations and educational institutions, both within the maritime industry and related sectors;
2. Implementing joint educational, research, and community extension projects and programs;
3. Organizing international visits, student and faculty internships, professional exchanges, and official travel; as well as coordinating international seminars, conferences, and industry events in partnership with external entities;
4. Preparing Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs), and coordinating their signing either at MAAP campuses or mutually agreed locations;
5. Hosting local and international conferences, workshop-seminars, and symposia that foster knowledge sharing and industry dialogue;
6. Preparing and submitting nominations for institutional and individual awards, recognitions, and industry distinctions;
7. Developing project proposals and securing funding support for initiatives that advance MAAP’s educational and operational goals.
