The External Relations Office serves as MAAP’s gateway to the global maritime community. We build and sustain strategic partnerships, linkages, and networks with leading educational institutions, industry bodies, government agencies, and stakeholders—both locally and internationally. Through our work, we enhance the quality of MAAP’s programs, drive collaborative projects, facilitate international engagements, and secure recognitions and funding. Guided by excellence and innovation, we uphold MAAP’s reputation as a premier maritime education provider and open doors to new opportunities for students, faculty, and the institution as a whole.

In compliance with the directive of the founding MAAP President, Vice Admiral Eduardo Ma. R. Santos, AFP (Retired), to systematically document all MAAP initiatives as well as its extensive local and international partnerships, the Department of Research and Extension Services (DRES) — originally established on May 3, 1999 — was reorganized and renamed the External Relations Office (ERO) in January 2014.
Under the leadership of Director Prof. Angelica M. Baylon, the ERO continues to operate directly under the Office of the MAAP President.
As part of this restructuring, the functions previously handled by DRES were split into two distinct units placed under the Academics Department. Their primary mandate is to ensure that all faculty members produce research outputs on a semester basis. This reorganization was designed to streamline operations, sharpen focus on priority development areas, and strengthen institutional performance.
The establishment of the ERO under the Office of the President is rooted in the conviction that fostering, nurturing, and maintaining robust relationships with external stakeholders — including the maritime industry, academic institutions, and partner organizations both locally and abroad — is essential to elevating the Academy’s Maritime Education and Training (MET) standards, capacity, and global standing.
